The Layer 1 interview guides the submitter through the work scope in plain language. Hazards, isolation requirements, permit types, and operational context are captured before the governance form opens. The AI pre-populates relevant fields — the submitter reviews and confirms.

The submitter completes the governance form across the domains relevant to this work order. Fields are structured, not freeform. Every answer creates an evidence trail.

Nominated discipline authorities review and record their position — Approve, Approve with Conditions, or Rework. Conditions are captured in a register. The Decision Authority provides final confirmation. The record cannot be locked until all positions are recorded.

Verdict confirms all governance fields are complete and all authority positions are recorded. The audit trail is locked as an immutable evidence record. No field, outcome, or trail entry can be modified after lock. The record stands as the defensible governance artifact for this work order.
